Timothy McQuay spent a long career as a journalist and federal employee, including as managing editor of USA Today Sports Weekly and managing editor of congressional reports for the Lead Inspector General for Overseas Contingency Operations, which dealt with the wars in Afghanistan and Iraq. A native of Baltimore, he is a graduate of Loyola University Maryland (BA) and Boston University (MS).

“Rivers spotted security in the street and more upon entering La Maîtresse, where he was quickly ushered to a back room. There, Martin Lyons, the deputy DSGE director who had invited him, seemed to materialize like a genie.


A quick count was ten men and a woman standing and chatting in the room.


Power brokers, Laurent had called them.


And while a table along the wall held a selection of hors d’oeuvres and top-flight liquors and wines, Rivers had no doubt he was the main course.


Most of the assembled were studiously ignoring his arrival— appearing too eager to dissect him would be gauche, after all— but the woman met his gaze. She was, in a word, classy. Stylish in an expensive blue blazer, a silk cream blouse, and slim black trousers. With the figure of a dancer; brown hair hung to her shoulders. And marvelous blue eyes that held his own. Then, in an instant, she looked away, and suddenly the room felt colder.”
